Abstract
Considerations are made as to how the design procedure for reflective meta-surfaces can be systematically structured. Therefore, three design levels are introduced. The procedures within the design levels are explained and the interrelationships between the system requirements and the levels themselves are discussed. This leads to clear definitions of concepts and provides an insight into the cause and effect relationships.
