Abstract
There has long been a structural crisis in the coal and steel industries. From 1965 Nordrhein-Westfalen and the Social Democrats have had an integrated development programme of a Fordistic type based on Keynesian principles. In about 1985 new approaches were introduced that appeared to promote decentralisation and post-Fordistic flexibility. A balance between the state, capital and trade unions exits. -D.J.Davis
