Abstract
Traditional methods of spatial planning have heavily critizised for flaws in the action orientation and low flexibility. Partly as consequences of this, new approaches have been developing in the sence of 'cooperative planning culture'. Typical characteristics of these tools are discussed here, especially with regard to the question, if 'cooperative planning culture' - approaches are suitable for the development of rural areas.
