Abstract

When large-scale oil discoveries were made in Brazil in 2006, coastal towns in the federal state of São Paulo hoped to benefit from an imminent resource boom. Yet, expectations regarding industrial processing, support services and subcontracting by overseas companies were disappointed. Brazil's upstream oil sector is still heavily concentrated in Rio de Janeiro, the traditional hub for exploration and production. In addition to showing the spatial configuration of the oil sector, this article explains why the expectations were not met. For this purpose, it refers to the decline of the oil price in recent years, Brazil's ongoing economic and political crisis, and shortcomings in the country's economic policy. Against this backdrop, the concept of the three Ds from the 2009 World Development Report is critically evaluated. The authors conclude that agglomerations such as Rio - or in other words, places of density - bundle economic activities to the detriment of peripheral development, in particular when distance and division between agglomerations and their respective hinterlands are low.
