Abstract
This study essentially pursues two goals. The first consists in investigating to what extent current methods of assessing the success of technology policies are applicable to the specific instrument of the innovation centre (IC). The deliberations made in this context are of an exploratory nature, since instruments specifically for the purpose of conducting regional economic analyses of the effectiveness of ICs have not yet been fully developed. Secondly, the methodological approach to a comprehensive empirical impact analysis of German ICs is discussed. A survey conducted to this effect by the Department of Economic Geography at the University of Hannover was recently concluded with an encouraging feedback. First results in the form of a comparison of East and West Germany are presented here.

Among the enterprises, is there a branch or a field of technology which is represented disproportionately frequently in ICs? How do the founders assess the IC and the services offered? To what extent are enterprises influenced in their decision in favour of a particular micro-and macro-location by the services offered in anIC? How high is the demand for rental space in the IC in the reference region, i.e. howlarge a share of the NTBFs desires a location in the IC and howhas this share changed? (Is the IC really attractive as a location for NTBFs?) Has the number of new technology-based firms and the probability of their survival increased in the region of the IC? How noticeable are the effects an IC has on employment? Are banks and large enterprises more willing to spend risk capital on (b) new technology-based firms after the start-up phase of the IC? To what extent would firms located in ICs have been founded (or would have expanded) even without theIC? How many communities would have established the same kind of IC at the same time even without the financial support from the government of their Landor from the Federal Government? Are management and technical consultation of major assistance to the entrepreneurs in the new technology-based firms? Do entrepreneurs consider the reduction of their overhead and the proximity to other NTBFs a great locational advantage? Is the location in an IC advantageous and favourable for contracting or financing? Has the gradient between centre and periphery and between East and West Germany increased due to the existence of the ICs?
