Abstract
The authors begin by considering the economy, politics and social structure of the Ruhr area, and turn to the conceptual frame of their investigation. They see that qualitative methods are important and describe their own and ask what area constitutes the Ruhr today according to statistics and expert opinion. There is much lack of cooperation, the obtaining of consensus, coordination, decentralisation. The authors distinguish the basic types of thinking patterns and perspectives for development. They consider the tension between experts and the people, particularly in the context of crisis. Can much be done by small-scale actions? -D.J.Davis
