Abstract

This paper empirically explores to what extent institutionalized expectations of transparency are implemented and set to work in organizations. Expectations of transparency, rather than effecting an increase of secrecy, of complexity or of disrupting routines, often lead to a growth of stability in decision-making. Transparency expectations thus function as a flexible medium of order building rather than disturbing it. Kinds of working on transparency are conceptualized in terms of “Institutional Work”.
