Abstract
In many of Europe’s rural regions, sociodemographic changes, the transformation of the labour market, and the advent of digitalisation pose significant challenges in safeguarding services of general interest (SGI). This paper draws on a broad literature review to identify the key challenges and potential adaptation strategies in three SGIs in four European countries. Our analysis explores potentials for rede-signing the accessibility of these SGIs, restructuring their human and physical assets, and improving the coordination of their delivery. We argue that in the context of a fading welfare state, there is scope for improving the local coordination of state, private, and civil society actors in delivering SGIs in rural areas.

N1 - Funding Information: The research leading to these results was conducted as part of the project ‘Innovative Approaches to Services of General Interest in Rural Areas – What Germany Can Learn from the Experience of other European Countries’ (InDaLE). The project runs from 2020 to 2022 and is supported by funds of the Federal Ministry of Food and Agriculture (BMEL) based on a decision of the Parliament of the Federal Republic of Germany via the Federal Office for Agriculture and Food (BLE) under the Rural Development Programme. We thank the anonymous reviewers for their constructive remarks on an earlier version of this paper. We would also like to thank Annett Steinführer for her helpful comments on an earlier version of this paper.
